'In late 2010, two of Bradford Council\'s Overview and Scrutiny committees launched a joint scrutiny of the council\'s involvement in the development of a food strategy. The process was led by a member from two committees: Cllr Hawarun Hussain - Regeneration and Economy OSC, and Cllr Kevin Warnes - Environment and Waste Management OSC. Recognising that the development of thinking around food issues could be facilitated as a community based co-production, a half-day food conference was held in October 2010 attended by approximately thirty delegates, including other councillors, council officers, health care professionals and third sector representatives. The conference established a working group consisting of approximately twenty members which met four times and finalised a draft food strategy. This draft strategy was included in an extensive scrutiny report written by Cllr Kevin Warnes, adopted unanimously by the two scrutiny committees in March 2011 and, subsequently, by the Council\'s Executive Committee in January 2012. Officers are tasked with implementing the strategy. As a result of this successful overview and scrutiny initiative, the Council\'s Environment and Climate Change Unit is developing action planning across a range of food-related areas of policy. The collaborative and community interest based approach we initiated has been retained through a cross stakeholder action planning group.'
